The photo ID part would be huge imo.
There's always going to be a line to be drawn about what is and isn't "nutritious enough" for SNAP to be eligible, but it's undeniable that there's a large fraud issue with SNAP, which would only get worse with more restrictions on what you can buy. Basically people who get SNAP want to get money for drugs, so they sell their SNAP benefits for pennies on the dollar. Requiring a photo ID and having it match your SNAP info would go a very long way to eliminating this type of fraud, if not entirely then probably at least by 90%.

You easily can. It's not legal ofc, but there's basically no barriers getting in your way, so I doubt you'll get in trouble for it as long as you don't shout it out "I AM USING SOMEBODY ELSE'S SNAP BENEFITS THAT THEY ILLEGALLY TRADED TO ME"
