What's going on here? Is this some sort of armored truck that carries stuff? Were people inside when it exploded?

CIT (Cash-In-Transit) trucks are used to ferry money between banks and businesses because SA police is so useless.

The trucks have solid tyres and bullet proof windows, and they are basically mobile safes. The guards/drivers were likely taken hostage, and the doors blown up to get access to the physical money - some advanced CIT trucks have safes which autolock once money is packed into, and then only unlock once truck arrives at base or bank, in order to protect the gurads from coersion into giving up safe keys/codes
