So how will it be handled when people just modify the salute a bit and claim they're saying "my heart goes out to you"? I can't imagine that the courts would actually touch this sort of stuff, unless you're really prepared to slippery slope into "we're sending you to jail for using a watermelon emoji on your tiktok profile" territory.
