If you read the whole sentence it includes the context 'death threats', as in 'death threats coupled with doxxing'. And the posting of public info coupled with the threats will absolutely be used against them in a court of law to show intent and actionability of the threats.

Posting the home address of a private figure in this context is stalking and harassment. You could maybe argue in other contexts that they are a limited purpose public figure if the purpose were valid protest of their public political statements on social media. However, the context of the doxing in this is very clear: they are being retaliated against by political opposition for working in a non-public capacity for someone libs don't like, and the expressed intent is to solicit retaliation to inspire fear to discourage their work and that of future employees. That's basically textbook stalking and harassment, and the death threats are legally terroristic in nature.
If they were politicians, or even political appointments, it could be argued they are public figures. But they are definitely not! These are private fricking citizens, not known for their social media content but attacked as a result of their identities as employees being leaked via legal findings.
Yes, doxing is fairly legal if you are doxing some Internet r-slur that acts obnoxiously in public. That's different than doxing a private contractor to a commission created by executive branch memorandum as part of a mob issuing terrorist threats and engaging in political retaliation.

It can in fact be stalking and harassment to simply post a private citizen's name with the expectation of soliciting third party retaliation against them. In this instance, that's definitely the intent of doing so.

No, a secretary at the FBI is not a public official. There is a very narrow definition of public official and someone in an administrative or research role, as these guys getting doxed are, does not qualify, no ifs ands or buts.

I think it's because they believe Musk is willing to actual pursue a bunch of semi-anonymous redditors who are technically breaking the law, something they've been allowed to do for years if they've chosen acceptable targets.
People say illegal shit on public forums all the time, it's just incredibly rare for it to be worth pursuing them. Especially because they usually have nothing to claim in damages, and if you do manage to get them to legally retract their statements after years of court battles, you'll just have another bunch of people happy to repeat the same claims out of spite.
I don't know how reddit now being a public company affects things. I'd guess it does in some ways. But if they think Musk, both neurodivergent and with the billions to throw around to not mind the legal fees, would want to go after both the users and reddit for allowing those posts to stay up, then it makes sense to get rid of them quickly when they know Musk has seen them.

It has Department and Government in the name and it isn't even a government department because those require Congressional approval.
Heck, Department of Government Efficiency isn't even it's real name. It's officially called U.S. DOGE Service Temporary Organization.
It kind of hovers as a semi-public semi-private temporary consulting firm. Musk is still considered an external consultant, and he picked a handful of his employees from his various businesses to "attach" to different real government departments.
They certainly didn't go through a hiring process within their respective government agencies and they didn't go through any Congressional approval as presidential appointees.
Trump declared DOGE to exist overnight and Elon stuffed it with his private industry techbros. Doubtless it's getting paid at private consulting rates.
If you look at defense contracts, they typically bill the government $300/hr for skilled labor, and double that for experienced techncial labor. Consulting firms probably bill starting in the $600/hr rate.
