Why do they always think they want people as poor as possible? Poverty breeds crime they would have to deal with, they won't have money to spend on shit and thereby enrich the ruling class. They frequently need to be given money and resources to get by. And they generally just suck to be around. Having the middle 80% of the population be moderately affluent would make much more sense.
