Sure. Bees are very successful and have colonized the whole globe.
That said, in different regions, they are more or less successful in promoting a diverse set of different flowers. Please consult this map:
In your scenario, you think Africa is so barren because the bees have the wrong ideas about beautiful flowers. They just need to learn that more flowers means more food and then they could be much better off. It follows that, since europ or america has so many flowers, you could put the bees from africa there, they'll assimilate into the local ecosystem and everybody will be better off because the african bees learn how to manage more kinds of flowers, while the european ecology benefits from the more worker bees and thus will have even more flowers.
Alas, this isn't what's happened.
The africanized bees kept their agressive culture, displaced all the old bees, and in the regions they're in now resemble africa with its lower flower density. So you mixed up cause and effect. The low flower density in africa didn't make the african bees more aggressive due to more scarcity, it was at least partly the africanized honey bees that are responsible for the environment there.
