Yeah they attack minor settlements on occasion and you get rep and stuff if you hop in your ship and kill them

They'll also antagonize you on the ground (rarely)

The transponders they've been dropping since Orbital last year are excellent for speedrunning rank with Mercenary Guild for the gimmes at their space stations
