Is what I gave an answer to. One is deemed a situation that return would equal death, the other is rated much lower as a threat. I guess to answer this new question

The answer is that if the Swedish bureaucracy has decided that sending them back home is a death sentence then the answer is that said bureacracy has to deem the crime they commit worthy of a death sentence whatever that's established as being. Otherwise, they stay.
