It works with prestigious mega companies because people want the pay and benefits. Literally the only benefit of public sector work outside of dead towns is stability and flexible working conditions. Mass firings and changing the conditions inherently undermine this and unless they want to pay like the private sector (lmao) rehirings will just catch the people with no other option.
