The table and the doves are symbols for peace talks that will be conducted. You can see trump dragging zelinsky. This is a metaphor for trump having to drag zelinsky to these peace talks whether he wants it or not. Zelinsky also is pouting, demanding more money from trump. This is most likely a reference to how zelinsky is always asking for more aid to combat Russian aggression. Truly many layers if you can dig deep enough into the meaning.
