There's a lot to criticize Bongland for, but the Royal Navy is still in good shape for its size. They have 2 active aircraft carriers, cruise missiles armed destroyers, nuclear powered submarines and modern frigates.

I'm going to guess that the admiral excess thing is because of Royal Family members.

There are issues with the surface fleet and you can find a lot of criticism from British defence circles at various points of their construction about how they are sub par and taking too many resources from escorts but the submarine fleet is great and all we actually need to defend the Home Isles and things like the Falklands now so the surface fleet being questionable doesn't matter. If Russian Fear Starmer does actually follow through on 5% of GDP on military I expect those surface fleet issues to go away as we have the designs and shipyards building surface ships already.
