There was a big public push by disability advocates and others in the late 00's and early 10's to dissuade people from using the word r-slur and it largely worked, especially when schools implemented zero tolerance policies surrounding the word.
I'm old enough that it was pretty common when I was in middle school (like 2005) and teachers largely didn't care but by the time I got to junior or senior year in high school you would get sent to the office if a teacher or administrator heard you use the word. People my age still use it in private among friends in my experience but zillennials and older zoomers were basically taught that r-slur was equivalent to using the n word. Most of the push to bring the word back are from younger zoomers doing it because it pisses off their teachers.
