Its hilarious they think just because they didn't actually defund the police that everything should be fine. If you're a cop why would you risk wrangling a person of crime, If you injure or God forbid end the felons career permanently you risk a show trial and the burning down of neighborhoods. They did, partially. The city cut the police budget by 25% during 2020. Not sure how things went budget-wise for 2021, but about 900 officers left the force.

25% is an insane amount organizationally as well because large bodies of expenses are nonnegotiable (salaries, equipment upkeep and injury payouts etc), so that cuts deep into officer recruitment and layoffs.
