That's exactly what I was thinking. You either work in healthcare and have no idea how HIPAA works or you don't work in healthcare and have no idea it doesn't apply to you. I was also very shocked that HIPAA was spelled correctly.

I'm thinking they don't know that HIPAA doesn't apply to them because I think most people who work in HIPAA environments know that audit trails are also required so looking up a user record would record them. Maybe they know someone who knows someone kinda thing or lives nearby.
