I'm thinking they don't know that HIPAA doesn't apply to them because I think most people who work in HIPAA environments know that audit trails are also required so looking up a user record would record them. Maybe they know someone who knows someone kinda thing or lives nearby.

So I looked through the KF thread, and it's rampant speculation and a few randos making claims. The only thing anybody provides proof for is that Chris was transferred to a different government facility with no further details (which supposedly would be there if it were to another prison/jail). One guy mentioned that Chris claimed he would be out by now in one of the prison letters, which may have triggered an event when nothing happened (again) during the most recent court date.
