It will be ranked based on the time it is posted, that is the entire needful of draft post
You can also use it to store things and other ppl can see the post if you link to it
And unlike regular posts (which you can't edit after 7 days), you can change the needful on draft posts forever ( unless they're actually posted, in which case that 7 day clock starts)

Yes, draft is a way to save posts basically while youre preparing them
So ex: if u write a draft post at 3pm and then publish it at 7pm, it is ranked the same as if u wrote it at 6:59 pm and published it at 7pm
