America has the highest incarceration rate in the developed world and it doesn't seem to do a darn thing to protect families or stop violent crime.

If this guy is in prison for the rest of his life he's not going to be re-offending. Not going full kitty-mode releasing murderers doesn't mean you have to start arresting 5 year old black children for having a crumb of weed on their shoe
