It's the belief that gender is an essential and immutable characteristic separate from s*x or other characteristics. Think the phrase "girl brain", the claim is that there is some 'essence' of girlness that a brain can have. It's importantly not directly a measurable phenomenon like nervous system exposure to estrogen or other physical phenomenon. think the "soul" which plenty of philosophical arguments have been made against. It's pretty much the foundation of the Self-id/dysphoria is not necessarily belief system that there is some kind of fundamental 'gender' imprinted on everyone that can only be accessed from the first person perspective.

The epistemics fail like this. Each of us is only endowed with access to one epistemic perspective. That is to say we cannot simultaneously know what it is like to be with or without a soul or both know what it is like to be a boy and what is it like to not be a boy. And because there is no physical expression then there is no way internal to differentiate between the qualia of "I believe I have a soul because I actually have a soul" and "I believe I have a soul but am wrong and deluded". This same principle applies to gender. There is no epistemic way to differentiate between the qualia of "I believe I am a boy trapped in a girl's body because I am a boy trapped in a girl's body" and "I believe I am a boy trapped in a girl's body because I am deluded about my circumstances". This basically cashes out to not being able to use claims of internal qualia as evidence when trying to determine some true fact about an individual because they can no more know it than we can as an observer. So we're limited to using observations of the physical world in making evaluations on this subject.
This can be squared but not in the way that mainstream Self-id trans activists or traditional feminists are willing to accept.

That's a genuinely good question and a difficult one to answer. The concept we're trying to conserve is called empiricism which rules in what we can measure and verify collectively with our senses and rules out what we cannot. Solipsism as you describe is also possible but not very useful as it would leave us epistemicslly helpless so we pretty much need to carry on as if empiricism is true. If you're going to throw out empiricism the whole question is rather pointless as you're just arguing with yourself inside your own head.

It's fairly simple, you just need to ground gender in something measurable. The two most popular schema are physical s*x and behavior. Both of which have some pretty undesirable tradeoffs for gender ideologues or traditional feminist and it's why "define women" is a potent memetic critique. It means the gender ideologue either needs to agree with the right winger that women are adult human females or say the quiet part of their disagreement with TERFs out loud and declare that women conform to a set of gendered behaviors which has all sorts of consequences.

It's incoherent to believe someone can 'feel' a gender that has no basis in observable reality. For someone to feel one gender over another they are claiming to experience an epistemic phenomenon that is plainly not possible. One can feel as though they'd like to wear dresses rather than trousers and enbody all sorts of trapping more associated with womanhood than manhood but unless you're willing to define woman as those behaviors then it's incoherent to claim that those impulses make one a woman.
Do you see the twist there? There is no light in your head that shines blue when you close your eyes if you are a boy and pink if you are a girl. There is some other criteria in play.
