I would report him. Rules is rules. he wants to convince the county or city or whatever to change the rules then have at it. until then.....

Chances are someone running a business from his driveway is doing it cash only and not paying taxes like he should. So on top of running an illegal business and having a detrimental effect on the neighborhood, he's probably not paying taxes either. I'd report him. I don't pay to live in a nice residential zoned area just so someone can run a sometimes loud business next to me.

Business regulations for auto shops require a hazardous waste manifest system and record keeping for disposal. If the guy is running it out of his driveway he is likely violation any number of regulatory requirements for oil, possibly degreasers going down the sewer system or drinking water systems, oily rags and metal shavings...

Only in California would someone be worried about the metal shavings that results from working on a car. You could literally angle grind on a car for 8 hours a day and you know what it would do to the environment? Absolutely nothing

No kidding. There must be something about living in California that makes you a fricking idiot. Perhaps it's all the oil in the drinking water from people side-jobbing oil changes.
