A) the haavara agreement was always a short term solution Hitler came up with due to his dire hard belief in "stabbed in the back" mythology. The long-term solution was always the extermination of jews.
B) it was deepy unpopular even amongst the nazi party and primarily found support because Germany was lacking food stuffs and desperately needed imports (citrus especially.)
