And also, there's zero reason to do this, except to save a sliver of computation time in calculating local time offsets

Twitter's timestamps as supplied by their API are "human readable" ISO 8601, so all they have to do is strip everything after the T delimiter, re-endian the date, and it'll be right half the time for half the people!
