There used to be - about 16 years ago - language in law applying to the PCA that would allow POTUS to simply declare e.g. "Women / children are being deprived of their rights by accommodating transgender people, therefore the fed gov is taking over all states acknowledging trans people".

Ugh. Trump unilaterally terminated government contracts. He stopped payment for work already done. That will kill many of these companies. But it also undermines trust in contracts and the fed gov's willingness to enforce them. You'd think free market advocates would care about that.
