That's why it's a tricky question. Modern Bulgarians are Slavs in terms of culture and language. Slavs have been one of the main component in forming the people in the 7th century. The rulling elite were non-IE, though. The Ballkans have more history that they can handle 🙂

Hence, the name of the state is most probably Turkic > bulga-: to mix. Das Volk was Slavic but the founders not (like Russia). They were Turkic. About Croatians we know not much and we could say TURKIC Kubrat Khan could be the root of Croat.
