Not, that's not what the article says, the voters don't think the crooks are Robin Hood.
The article refers to something quite common in Latin America as well, in Brazil it is known as “rouba mas faz” (he steals but he delivers).
Is more of an apathy feeling, voters feel like every politician is a crook (they're not wrong in many cases) so they might as well vote for someone that aligns with their views and delivers at least a few of their electoral promises.
