Britain has a cradle to grave welfare system. Originally, it was designed for a high trust society where the only takers were people with serious diseases or injuries preventing them from working, but over decades of the destruction of communities and social mores the feeling of an obligation to not steal from your fellow citizens has collapsed and now there's an underclass of people who gleefully collect welfare forever
