they lied about weed and exaggerated harms, which made anything else they said seem false.

You had cops telling rebellious kids not to do something because it wasn't cool. That's not how persuasion works, that's like anti-persuasion. ( if it were Trump telling Dems to take vaccines, we'd have a lot more Dem anti-vaxxers.).

So yeah - stigmatize honestly, and have in group to in group stigmatization as best you can.
