The danger was this would turn into a really weird race war with blacks supported by Northern whites killing off all the Southerners. You see a taste of this in the trans-Mississippi and the western theater in 1864-1865. Like look up the dialogue between Forrest and Canby when Canby is saying "I didn't tell my black troops to stop taking prisoners, I just totally supported them when they decided to."
