Seems like a huge miscarriage of justice. If your levee is so weak that one guy can cause it to catastrophically fail, how the frick could you be sure that it failed because of a guy and not just because it was really weak? And even if he did do it on purpose, a life sentence seems excessive given that from what I can tell, nobody died as a result of the flood - there are regularly violent murderers who get less.
