It seems like Bundeskanzler Olaf Scholz did worse (€36B) and his only defense was "I don't remember." He barely did anything as Bundeskanzler, the government was being run mostly by two clowns from the Green party. I suspect a whole bunch of other high level politicians were involved in that multibillion fraud as well. They've been covering for him in order to keep themselves out of trouble.
