Dunno. If all/ most of the sperm of specific men is corrupted, you can sort out defective men. If it's just a law that sperm quality of old gets worse and they'll have X% defective sperm, and you have to inspect and individual sperm cell to check it for defects, and that inspections destroy it, no.

Of course, we will probably be able to create egg cells in vitro if we researched it for a bit and can just create 100 embryos and select the healthiest one for the uterus, but following this direction of research carries some risk of leading to artificial wombs which will make women obsolete and destroy their power.
