That’s apparently because he’s a citizen and France didn’t agree with the judge, or I don’t know. I want to say a lot of countries won’t extradite citizens for non-capital offenses. Like if you got arrested in Cambodia and flew home before they sentence you (false, they would probably hold your butt in a tiger cage for so much as the allegation of a serious crime) the US would probably ignore their request to send you to Cambodia because they would have to spend money to send you.
