Yeah this has been well-documented, they were more of the "kill entire villages and bury the bodies in mass graves" guys, while the SS was running the camps and doing secret police stuff.
As for the rest of the German population, Hitler had abolished all other parties, so I don't know where to split the hair on this one. "Everyone that was a member of a party was a Nazi because it was the only party that you could join." I'm pretty sure everyone at least partially bought into the message, since Hitler wasn't even the dude that blamed Jews for Germany's surrender in WW1.
