because Trump has redefined things that are normally domestic police matters to be the new military national defense, as well as having the US decide who wins industrial competition
blocking solar and wind energy in favor of burning fossil fuels is now national security (we still need fossil fuels because we need medicine and plastic, it's not like the industry is threatened)

UK and France reprocess fuel so they frequently have plutonium being trucked around too. US are just kitties, won't even build long term waste storage.
