I have some considerations for the tournament.
Games should be picked one week or 3 days before tournament to allow for preparation.
Games should be restricted to fightcade to allow the highest amout of potential players
I think it'd be best as a bi-monthly tournament. That way there's more chances for it lining up with potential players schedules.

I think more then monthly will be both a pain in the butt to run, to gather funds for, and may not get enough interest BUT I'll be proven wrong if there are a lot of people lining up to play.

In terms of funds, i think charging a flat 100 DC to enter seems like an obvious solution. And maybe 500 dc to nominate a game? Even if we only had maybe 8 players that would still be and 800-1300 pool.
I say we try bi-monthly and if it doesn't work that well just once a month. More tourneys means more chances that players have free time to play.
