Moore often infuses his anxieties borne from Bong politics (Thatcher
mindbroke a lot of people it seems) even in comics set in America but I wouldn't say it's anti-american specifically. It has a bleak view of humanity as a whole.
It's a critique of moral absolutism/objectivism and the nature of capeshit characters themselves. There's lots of edgy capeshit that's totally vapid and just panders to progressive/left politics( The Boys
) but I wouldn't classify this as one of those imo.
