Ok use blendrs 2D animation mode its basically vectory graphics and if you understand blender in 3D alreaty its simple
1. find a pokemon, that u wnt to devote a sleep deprived night of your life to
(what if marsey (and crew) awoke to find they had suddenly been d into a pocket monser? ha ha funny idea lets spend 9 hours on this! )
2. sketch a idea (how do you get the idea?)
3. do that lineart (this is the timesink)
4. paintbucket tool the thing and do the shadows and stuf
5. render ur image and use gimp (or krita if ur a ally like me ) to add the outline
6. realize that they mostly ended up too small for the form factor of the site
esp. this poor guy
7. GO TO BED ITS 9:45 AM IF YOU GO NOW YOU CAN GET GET SOME BEFORE ITS TOO LATE!!
Just recolor them this ain' worth it
smaller low detail pokermons work better anyway they need to have a big recognizeable face a la
anywya I'm retarted and milking coin

It's way easier in paint.net. Use a size 11 spline tool for the outline and you don't need to draw a thing. Fillbucket and add shading as needed.
