No, for a gif like this it's basically:

1. Choose the gif

2. Choose the size

3. Decide which "props" (art) will be animated (in this case, there was hand_a, bottle, lid, hand_b, pill, face_a, face_b, hand_c, bg, eye, shine1, shine2 and pupil)

4. Open illustrator and create the assets by referencing but not tracing the gif

5. Multi export each prop

6. Open after effects and import all the props

7. Set up timeline and key frames

8. Tweens

9. Export

10. Optimize
