Maybe its because it was a little easier back then to be liberal. Conservatives were bong-headed and Bush Jr. solidified them with the image of being idiots. It was a reasonably defined camp. his comedy has always been like that though he just jumps around from who will get the most offended. He main schtick used to be saying edgy things to offend religious people. So he hasn't changed at the very least, just who he targets due to who gets offended the easiest
Chappelle was never a lib comic though. He's always been a black comic. The messaging just aligned more closely in the 2000s before pumping kids full of pills became the cornerstone of human rights.
