What do you even need to do it? Like one guy with a diving suit, some basic explosives, and a boat. Honestly surprised we don't see terrorist attacks targeting stuff like this, it's not like coast guards have every inch of the thing under constant lockdown, random ships cross it constantly and smuggling shit through a port is braindead easy. I think pretty much any nation on the planet could do it if they actually wanted to.
