Nukes have been single handedly keeping world peace since the cold war.

By france saying this they are not only undermining their status as a nuclear power but altogether lessening the consequences of dropping nukes.
They are saying "we're fine with russia nuking someone". And that's literally the worst thing a nuclear power could say right now.

This statement has probably brought us closer to nuclear armageddon than anything russia has done in the past year.

Russia wouldn't use an ICBM in Ukraine. He would use a tactical nuke because it's harder for us to track and ICBM nukes mean the US has to retaliate with ICBM nukes. A tactical nuke would be responded to by overwhelming conventional weaponry by the US.
