It's much, much less common than it used to be. A lot of services have stopped treating SSNs as presumptive proof of identify.

"Steal someone's identity" most of the time just means "apply for credit in their name." Like if I apply for a credit card, and the information I entered matches that on my credit report, I can get approved without further ado—it is unusual to be asked to verify your income or identity. I only had to do that for the first credit card I got.
Fraudulent tax returns are another popular one. If you file as a tax preparer, there is no verification of identity of the client, only a match for the last name, Social Security number and dates of birth. So you can enter another address to mail the check to or a direct deposit bank account you control. (The name on the account must match, but there are commercial services that automate making new accounts.) If you file as an individual, you'd need to know the adjusted gross income on the tax return for last year, but 0 works if they didn't file. So with big data leaks people make fraudulent filings in bulk to claim refundable credits and at least some of those will get through.
It's not really about living as another person, just the equivalent of a smash-and-grab robbery.
