No, it's evidence that the folks at the National Archives are incompetent at technology that could do this, likely at a higher standard than volunteers. USPS achieved it for something like 99.99% of handwritten addresses, even in cursive.
They had already hit a 98% rate for handwritten addresses (and 99.5% of machine written) over 10 years ago. I'm having trouble finding a more recent source for the current rate.
