I thought rule of law was one of the bedrock principles that you could start laying the foundations of neoliberal economy on.

I'm not anything like Subject Matter Expertise on this country so take it with a grain of salt: Colombia's current president is an ex-commie terrorist. I think he got there by being a protest vote against corruption with the guys before. An ex-M19 commie terrorist is going to have certain number of vehement supporters and everyone else will hate them.
He's a commie. Nobody likes commies.
For whatever other reasons he's got really low approval ratings.
He's weak at home.
He has no serious foreign allies.

It feels pretty frickin' weird to me too, but these people have been at this war since before they were born. Hopefully they understand the situation better than we do. Having said that:
I'm not surprised. This is just like the NPA in the Philippines: Previously "communist" group is just bandits. They have no command structure. Frick, they never had one. It's local buttholes doing local butthole things. The local street gang/bandit side of these people was always there. They have just the same the problem with the Moros. Make peace with some "leader". Turns out nobody gives a shit about him.
Again, I'm no SME here, but it sounds like the they're at the stage where they decide on a police response or a military response.
If FARC still exists exists as an organized fighting force, they should be attacked and destroyed. Or it's done and it's a police problem. The official organization surrendered so beyond this anyone who commits a crime is just a common criminal.

In that context, you're inclined to ask how many bandits you just let into your Congress. What bargain was actually made if the same shit is still happening. Can former FARC really not help pinpoint remainder FARC? At the end of the day, most of "real" FARC still really seemed to dissolve, but it looked like shit. I haven't paid attention to that in years though, so I'm sure the commies acclamated better than I'm giving the credit.
