We have a duty to mitigate risk and reduce fragility in the global system, and we must seek to achieve this by strengthening cooperation --- not rejecting it.
I say this as the leader of a country that finds itself on the front line of the threats posed by global fragmentation.
Kazakhstan has always been a bridge between East and West, lying at the heart of the Silk Road. We have a 7,600-kilometer border with Russia, an 1,800-kilometer border with China, and extensive trading links with Europe and the rest of the world.
Throughout our history --- and particularly since our independence --- we've always taken the view that disagreements with neighbors must be approached constructively, and they need not lead to a breakdown in communication, cooperation or trust.
As a result, Kazakhstan, and Central Asia more widely, provide a strong case study of major powers' ability to work in alignment, in pursuit of their interests that are to the benefit of the region's people.

My country is at a crossroads. If we fail to answer the critical questions that face us at this juncture, we risk falling into the "middle income trap" and, in the process, disappointing an entire generation of optimistic, energetic and ambitious young citizens.
Two weeks ago, I put forward a plan to parliament for a "Just and Fair Kazakhstan." The plan aims to decentralize decision-making, strengthen rule of law, increase international competitiveness, and ensure equal opportunities for every citizen.
It aims to fundamentally reshape our political order and leave behind the "super-presidential" system, which is no longer the most effective governance model for our nation's ambitions.
Instead, we are decentralizing and distributing power throughout the nation, strengthening the role of parliament and local authorities.
We're ushering in a new era of pluralism by abolishing constraints on the registration and formation of political parties.
And I have also initiated a single 7-year presidential term, as I believe this is a real breakthrough in developing democracy in Kazakhstan and modernizing it as an advanced country. To date, no state in our part of the world has taken this bold step.
All of these changes are helping us move toward a new model --- a model of a presidential republic with a stronger parliament and more accountable government.
This is nothing less than a full transformation of our national politics. Therefore, to move forward with this reform, a strong mandate is needed.
This is why I've decided to call a presidential election this autumn and to introduce legislation preventing all future presidents from serving more than one term.
Some observers will question whether we can implement such ambitious reforms. However, all historic change has required political courage and sacrifice. And I am well aware of the scale of this challenge.
I also believe that our national mindset has undergone a dramatic shift in recent years, driven by deep social change, by the economic and security crises we have found ourselves at the center of and, most of all, by the recognition that we must build a country that is fairer and serves every citizen.
We've realized that if we want to avoid stalling, we must accelerate and move full speed ahead toward reform.

Kazakhstan can and will play a part in addressing all these global issues, as I will set out in my address to the U.N. General Assembly.
At this critical turning point, both nationally and globally, we must draw the right lessons from recent crises, and seek to renew and strengthen our current path --- not abandon it in favor of a close-minded, inward-looking approach.

Responding to people on Twitter who appeared to be treating the concept, also called sleepy chicken, as a joke, the company's Twitter account urged people not to try the recipe, declaring, "We do not endorse inappropriate use of our product."
According to Know Your Meme, a website that chronicles the origins of internet phenomena, the first known reference to NyQuil chicken came when someone documented their apparent cooking experience in 2017 on 4chan, an often noxious message board where trolling was common and few things were to be taken too seriously. A few others on YouTube and TikTok recorded videos of the stunt in the following years.
Janet Yang, a professor of communication at the University at Buffalo, first heard about NyQuil chicken after being contacted by The New York Times on Wednesday. She said the volume of coverage could inadvertently make more people think they should pay attention to the issue and divert attention from more immediate health threats, such as Covid-19 and monkeypox.
"Once it has that certain degree of volume or attention, basically you are making this more a real thing than it truly is," Professor Yang said.
The F.D.A. alert was unlikely to reach adolescents considering this behavior and was "clearly" written more as a warning to parents, said Corey Hannah Basch, a professor of public health at William Paterson University in Wayne, N.J.
"The F.D.A. took a certain step to raise awareness, but has it gone too far to be helpful at this point?" Professor Basch said. "Most likely because it's just brought many people to think about something they were not thinking about before."
It was unclear how many more people had tried it because of the recent attention. On Twitter, most of the images being shared in recent days were taken from the small number of videos recorded years ago. On TikTok, searches for #nyquilchicken, before the app limited access to that content, revealed mostly people newly reacting to the same years-old videos.
The F.D.A. did not immediately respond to questions about what prompted the warning or whether it had received reports of people falling ill from the practice.
On some of the most popular reaction videos, TikTok appended a warning: "Participating in this activity could result in you or others getting hurt."
"Content that promotes dangerous behavior has no place on TikTok," a TikTok representative said in an email. "This is not trending on our platform, but we will remove content if found and strongly discourage anyone from engaging in behavior that may be harmful to themselves or others."
In a grim precedent, some people really did eat laundry detergent packets in 2018 after a similar "challenge" based on Tide pods took off. And the F.D.A. cited a "Benadryl challenge" from 2020 that reportedly caused at least one teenager's death.

A lawsuit filed in Massachusetts federal court on Monday has accused the United States Department of Defense, the United States Navy, and contractors Raytheon Technologies Corporation and Lockheed Martin Corporation of a cover-up of the 1996 aviation incident resulting in the death of all 230 passengers and crew members aboard Trans World Airlines (TWA) Flight 800.
The wrongful death suit claims that Freedom of Information Act (FOIA) evidence has ” emerged proving that TWA 800’s explosion was not caused by any defect in the airplane, but instead by an errant United States missile fired at aerial target drones flying nearby. “
The suit, brought by the survivors of those onboard, explains that TWA 800 took off from New York’s John F. Kennedy International Airport at around 8:20 p.m. on July 17, 1996 bound for Paris. “Within twelve minutes of takeoff, the plane exploded and crashed into the Atlantic Ocean off the coast of Long Island, New York,” the suit says.
Thereafter, the federal government issued a report finding that the explosion “was the result of an electrical fire in the airplane’s center fuel tank.” According to FOIA information uncovered by physicist Dr. Thomas Stalcup, the report was false, the complaint says.
Instead, the lawsuit claims that the cause of the explosion was the testing of the Aegis Weapons System developed and managed by Raytheon and Lockheed Martin. It explains that the defense system fired SM-2 missiles with live warheads from warships at aerial missile targets off the coast of New York in close proximity to commercial flight paths.
The filing states claims for negligence, wrongful death and survivorship, and against the contractor defendants, product liability for failure to warn and manufacturing defect. The complaint specifies that the contractor defendants’ missile defense system suffered from “system-specific software problems.”
The complaint lists “failure to accept changes in mislabeled data identifying a friendly aircraft as a hostile aircraft … excess messages overloading systems, causing system crashes and the loss of command and control resources during critical periods … improper track identification … and duplicate tracks distorting the joint tactical picture, denying vital information to battle managers and shooters,” as some of those shortcomings.
