It's fine, even morally upstanding, to care about homeless people. It is
to be unable to "fathom" why it provokes cruelty in some people, though.
I would even say that, if you cannot fathom why people would be cruel to the homeless, you cannot fathom how to redeem the homeless from being targets of that cruelty.
Compassion has to go all around, including compassion for people who experience people experiencing homelessness.
