Ex stole my cat. I made the cat get an unnessesary rabies shot to come here twice and I want him to come here (I live overseas). What are my options for recourse?

Context: I adopted him as a kitten around ten years ago. I moved from the U.S. to the UK and my ex lives in my old apartment. I messaged my ex last night to ask for him to be returned to me and he isn't cooperating. I need him to cooperate to get my cat over here. Can't ask reddit cos I'm ip banned. Wtf do I do?
