Wait why does a business need 'approval' from the city to open somewhere? Is that normal in other places?
As long as the area is zoned for commercial activity, I should be able to open a Chick-Fil-A or a payday loan or a Home Depot or whatever in the same location.
Most people need a permission slip from their local daddy government to build a deck or knock out a non-load-bearing wall in their own house and no I'm not kidding.

I think because we let non landowners vote
people who have no stake in businesses, property, etc.
vastly outnumber those that do, esp. in cities where welfare and renthogs abound
so the laws naturally bend commie, all toward the whims of the leech
