A single wide trailer is like $65,000 in California and is way nicer than any “tiny home”. They'd just need some sort of zoning variance to put a shit ton of them on small lots.

I think there should be a double border wall, and in between is a long city where all the homeless and drug convicts go. Free housing and food and drugs. They can all live in that communist paradise and leave the rest of us alone.

that's on existing large properties maintained by a larger company in rural areas.

The city needs to buy up blocks of some very expensive land close to where hobos already live and then get it passed Californias insane NIMBY, zoning, and state/municipal red tape. And then it's also a gov project so it probably has a million additional addons like only hiring minority owned local companies with no experience, not some well established company who can turn it out tomorrow.

I helped someone build one of these and our problem was the electricity. It needed to have its tap from the power lines installed, and that alone would probably cost way more than the materials for the whole house.

That's such an absurd amount of money. A bucket of fent would be a fraction of the price and actually fix the problem.
