A family friend decided five years ago that he and his wife (late-20s, both masters degree holders) would build a tiny home to live in. The idea being that they could move around with it, live somewhere for a year or a season, then pickup and move.

It has turned into a hilarious saga of failure. Despite both being engineers neither of them could build. It's sat partially constructed in their back yard for years. Now they have a kid and desperately want to get rid of this monstrosity but to sell it they need to finish building it. So they've been pouring incredible, home remodeling-amounts of money into this thing in a desperate bid to extricate themselves from this stupid idea they got from Reddit.

It's glorious. They mop themselves.

that's on existing large properties maintained by a larger company in rural areas.

The city needs to buy up blocks of some very expensive land close to where hobos already live and then get it passed Californias insane NIMBY, zoning, and state/municipal red tape. And then it's also a gov project so it probably has a million additional addons like only hiring minority owned local companies with no experience, not some well established company who can turn it out tomorrow.

I helped someone build one of these and our problem was the electricity. It needed to have its tap from the power lines installed, and that alone would probably cost way more than the materials for the whole house.
