Honestly trying to get what he's saying:
The Emperor is the Deep State.
The Harkonnens are the elites running both parties.
The spice is votes.
So what this metaphor is supposed to be is, one group of people is secretly manipulating another group of people from behind the scenes. And the best he could compare it to is the most complex part of this extremely complex plot.
